The Civil Service Commission has introduced significant amendments to the salary increment guidelines for civil service employees transitioned to the new State Pay Framework. These changes include provisions to ensure that employees taking long-term leave, such as maternity or medical leave, remain eligible for career progression. Under the revised policy, employees can qualify for an increment by achieving a performance appraisal score of at least 85 percent over two years, even if those years are not consecutive due to such leaves. Furthermore, it has been established that if a promotion is delayed due to administrative reasons, the salary increment will be granted retroactively from the date the employee originally became eligible. Additionally, under this framework, salary increments are defined as advancements through the position allowance steps, and government agencies are required to incorporate the necessary funds for these advancements into their annual budgets.
