
President Dr. Mohamed Muizzu has announced that arrangements will be made to permit the construction of 10-storey buildings on plots of land allocated in Hulhumalé Phase 2. The President made this statement during a meeting with residents of Hulhumalé Phase 1, held as part of the ongoing series of direct public engagements.
President Dr. Mohamed Muizzu noted that numerous plots have been issued in Hulhumalé Phase 2. He clarified that the currently permitted building height is identical for both phases and is determined by the respective area’s development plan.
He further elaborated that as an area undergoes development, any modifications to its land use plan or shifts in government policy necessitate corresponding infrastructural adjustments, which the government is committed to undertaking. The President affirmed that, considering all necessary investments by the government to facilitate these changes, the building regulations for plots issued in both phases will be revised to allow for the construction of 10-storey buildings, fulfilling a previous commitment.
Addressing the significant issue of parking, the President stated that if 10-storey buildings are constructed, it would be mandatory to designate the ground floor as a parking zone. Additionally, one floor would be required for non-residential use, such as commercial activities or any other income-generating purpose not intended for habitation. The President explained, “Two floors can be used for residential purposes or rented out. When you get four floors, the ground floor must be allocated for parking, another floor for income generation, and then two floors for residential use. We will amend the regulations to allow 10-storey constructions for all parties in both phases.”
President Dr. Mohamed Muizzu also highlighted that previous governments had not provided financial relief for state-owned plots in Hulhumalé Phase 1 that were allocated through a lottery under the social category and were to be privately acquired by payment. Consequently, the government has decided to offer a 10 percent discount on the price stipulated in the agreement for these plots. President Dr. Mohamed Muizzu affirmed that this discount would be deducted from the remaining payable amount.
