Hulhumalé Phase Three: Lottery Draw for 698 Plots of Seven Different Sizes Scheduled for Today

The Ministry of Housing, Land and Urban Development has announced that 698 plots of land will be issued from Hulhumalé Phase Three under the Binveriyaa Scheme, which outlines the allocation of state-owned plots within the Malé region. The lottery draw for these plots, which have been allocated from Hulhumalé Phase Three under the aforementioned scheme, is scheduled to take place today.

The Ministry further stated that the draw for the plots in Phase Three will commence today at 9:00 AM at Kalaafaanu School. The decision to conduct a new lottery draw for the plots stems from changes introduced to the Hulhumalé Master Plan and the Land Use Plan for Hulhumalé Phase Three. These modifications have resulted in changes to the boundaries of plots previously allocated to beneficiaries under the Binveriyaa Scheme, necessitating the assignment of new plot numbers.

A total of 698 plots across seven different sizes are slated for the lottery draw in Hulhumalé Phase 3.

Details of Plot Sizes and Numbers in Hulhumalé Phase Three:

  • 181 plots of 1650 sq ft
  • 242 plots of 2050 sq ft
  • 132 plots of 2450 sq ft
  • 62 plots of 2850 sq ft
  • 41 plots of 3250 sq ft
  • 16 plots of 3650 sq ft
  • 24 plots of 4000 sq ft

The Ministry of Housing, Land and Urban Development affirmed that the lottery process for assigning plots to beneficiaries will be overseen by the Ministry’s staff. Furthermore, only one representative per allocated plot from Hulhumalé Phase Three beneficiaries will be permitted to enter the designated area for the draw. If a representative other than the plot owner wishes to attend, they must present a letter authorizing their attendance, a copy of the plot owner’s ID card, and a copy of their own ID card to gain entry to the lottery area.

During the lottery draw, the assigned plot for each beneficiary will be instantly visible on the Hiyaavehi Portal. Additionally, the assigned plot number will be communicated via SMS. This lottery draw will be broadcast live by Public Service Media. The Ministry of Housing, Land and Urban Development stated that details regarding the signing of plot agreements and the handover of plot registries will be announced after the completion of the draw.

Last year, the land use plan for Hulhumalé Phase Three was prepared in a manner that created several challenges. These included insufficient space at the existing harbor for current and future berthing needs, and the planning of a clear separation between Hulhumalé Phase Two and Phase Three. This separation would have posed significant difficulties in providing essential services such as water, sewerage, and electricity, and generally in developing Phase Three.

Consequently, in response to these concerns, the Housing Development Corporation (HDC) revised the land use plan for Hulhumalé Phase Three. A new master plan encompassing all of Hulhumalé, including Phase Three, was subsequently developed in consultation with the public. While the process of allocating plots in Hulhumalé Phase 3 is ongoing, land reclamation efforts are progressing rapidly. A total of 63 hectares are scheduled for reclamation, with over 30 hectares already completed to date.
