Case of Document Deletion Against Fazul Closed Due to Insufficient Evidence

The Prosecutor General’s Office (PGO) has stated that there is insufficient evidence to convict Ibrahim Fazul Rasheed, the former Managing Director of Housing Development Corporation (HDC), in the case concerning the deletion of documents that could have been used as evidence in a criminal investigation. In addition to Fazul, Abdullah Shuhoor, the former IT Head of HDC, was accused of obstructing justice by deleting documents from HDC’s server that could have served as evidence in a criminal investigation.

The PGO further stated that a report prepared by HDC’s IT department indicated that no documents or data had been deleted or lost from the HDC server. Moreover, the PGO noted that the police investigation report also affirmed that the investigation found no evidence that Ibrahim Fazul Rasheed and Abdullah Shuhoor had deleted any documents from the HDC server. Consequently, the PGO concluded that no evidence supporting the allegations against Ibrahim Fazul Rasheed and Abdullah Shuhoor was found. Fazul is also facing accusations of allocating plots of land under the ‘Binveriyaa’ scheme to individuals who were not eligible. Specifically, it is alleged that land plots were allocated to Fazul’s brother and others in violation of the ‘Binveriyaa’ scheme guidelines. The Anti-Corruption Commission and the Maldives Police Service are jointly investigating this matter.

Following the surfacing of this issue, all members of HDC’s Board of Directors, including Fazul Rasheed, with the exception of the Chairman, were suspended. Additionally, the passports of 20 individuals, including Fazul Rasheed, were withheld. Fazul tendered his resignation from his position while under suspension on December 21, 2024. Several other HDC employees were also dismissed from their jobs in connection with this case.
